GCMS Successfully Launched in Phnom Penh

PHNOM PENH, Sep 28, 2017 - Global Center for Mekong Studies has been launched today in Phnom Penh. HRH Samdech Norodom Sirivudh announced the foundation of GCMS. The heads or representatives of six top think tanks from all Lancang-Mekong Cooperation members attended Launching Ceremony, including Cambodia Institute of Cooperation and Peace (CICP), China Institute of International Studies (CIIS), Institute of Foreign Affairs of Ministry of Foreign Affairs of Lao PDR (IFA of MFA, LAO), Myanmar Institute of Strategic and International Studies (MISIS), Devawongse Varopakarm Institute of Foreign Affairs of Ministry of Foreign Affairs of Kingdom of Thailand (DVIFA) and Diplomatic Academy of Vietnam (DAV). H.E. Sok Siphana, Advisor of the Royal Government of Cambodia, Ms. Zuo Wenxing, Political Counsellor from the Chinese Embassy in Cambodia and Dr. Rong Ying, Vice President of CIIS and Director of GCMS-China Center, attended launching ceremony and delivered speeches respectively. HRH Sirivudh also announced the foundation of GCMS-Cambodia Center. Ambassador Pou Sothirak, Executive Director of CICP hosted the Launching Ceremony.


In her speech, Ms. Zuo said Lancang-Mekong Cooperation (LMC) is a new type of sub-regional cooperation, which has achieved great progress. Global Center for Mekong Studies could make intellectual support to LMC for its sustainable  development.


Mr. Sok Siphana said LMC is a new type of sub-regional cooperation and needs new ideas and support from all walks of life from the six LMC states in order to build stronger mutual trust, reduce the developmental gap and promote synergy with other initiatives in this region, such as Belt and Road Initiative and connectivity plan of ASEAN.

 “The establishment of GCMS just meets its time of LMC which is located in the crucial phase where needs fully implementation and accelerated promotion”. Dr. Rong Ying stressed in his speech, GCMS is an open, shared and public platform for all participants. GCMS will widely invite famous experts and related research institutions in this region and around world, providing strong intellectual support for LMC by collecting strength from every aspect.


LMC is the first sub-region cooperation mechanism included all basin countries of Lancang-Mekong River, which is founded by agreement among Cambodia, China, Lao, Myanmar, Thailand and Vietnam. Since its inception in March 2016, the Lancang-Mekong Cooperation (LMC) has made steady progress and is now being ushered into a new stage of full implementation from the initiation phase. A great amount of concrete cooperation programs have been practiced in this region.


To disseminate LMC spirit and explore new ideas for LMC, at the 2nd Foreign Ministers’ Meeting of LMC in November 2016, the Chinese side proposed the establishment of a network of think tanks from LMC countries, namely the Global Center for Mekong Studies, which was unanimously endorsed.


As a network of LMC think tanks, GCMS is envisioned to promote the academic exchanges and provide intellectual support for LMC.
